Not really sure how this can work and why football would allow itself to be subject to an independant regulator it's not a public industry or some form of monopoly which is normally where you start to see regulators.

Owners are never just going to allow fans into board rooms and give them control these people have bought the clubs to have them under their control the moment the regulators come in the "business" will likely reduce in value as markets don't like regulation.

The shadow board wouldn't set foot in the stadium it would all be done by video conferencing, probably from the Nags Head down the road.
